The building sector of the Region in the year 2007 consisted of 184 building contractors having 6200 employees.
In 2007, the amount of investments in basic capital increased by 20,8% and totalled 2,5 billion UAH.
Facilities of social importance were put into operation: 1 pre-school establishment for 25 children, treatment-and-diagnostic centre for 35 visitors per shift and 50 beds, treatment-and-diagnostic centre for 8 visitors per shift, cinema for 370 seats, library with 220000 books, 160,3 km of local gas pipelines and 1,3 km of local water supply networks; 21,51 km of general-purpose hard-surface roads. The housing construction increased by 14,5% compared to 2007 and totalled 120,5 sq. m.
As of 01.01.2008 the total amount of foreign investment in the regional economy for the whole period of investment totalled 55,5 mln. USD and accounts for 0,2% in the total amount of investments in Ukraine.
By types of economic activity the major investments were made in manufacturing (11,6) and mining (7,9%).
The investments into the Region’s economy came from 27 countries, including United Kingdom, British Virgin Islands, the Netherlands and the USA

The Region has 617 general education schools of all types of ownership, 27 vocational schools, 6 higher education institutions of 3rd-4th accreditation levels, 17 - of 1st-2nd accreditation levels. The largest are Kirovohrad National Technical University, Kirovohrad State Pedagogical University named after V.Vinnychenko, and the State Flight Academy.

Competitive advantages of the territory

Unique mineral resources:
Gold – high-grade, the ores are easily concentrated. Over 10 occurrences were discovered, and some samples contain up to 400 grams of gold per ton of rock. The deposits of gold are basic for setting-up of gold-mining and gold-processing sectors in the Region.
Uranium – Almost all Ukrainian uranium deposits are concentrated in Kirovohrad Region. Their capacity is sufficient for long-term supply of nuclear fuel to the nuclear power companies.
Chromium – the only area of chromite ores development in Ukraine – Middle Pobuzhya, Holovanivsk district. Its occurrence is determined or reasonably forecasted on 15 sites.
Secondary kaolin – high-quality raw materials for metallurgy, ceramic and chemical industry, bricks etc.
Vermiculite – the rock, which can be used in agriculture, building, power engineering, refrigeration, petrochemical, mining, woodworking, motor-car construction due to its properties.
Combustible shale – the only deposit in Ukraine – Bovtyske, situated in Oleksandrivks District. The deposit is unique for its resources of combustible shale. Their processing can be practically non-waste industry.
Brown coal – used in heating and chemical industry.
Ornamental and facing stone – the region has unique deposits of superstrong facing stone of different colours and tones: black, rosy, grey, red. Its ornamental value reaches the word's best standards. These are pre-Cambrian rocks of the crystalline foundation: granite, labradorite, gabbros, charnockite.
Natural building stone – The geologic structure of the Region make it possible to have inexhaustible deposits of natural building stone. These are granite, migmatite, gneiss, quartzite, charnockite and other rocks of the crystalline shield. 66 deposits were geologically proved in the region; 28 are being operated now.

Black earth:
The top-soil of the Region reflects its location in the transition area from southern forest-steppe to northern steppe and is represented by more than 50 varieties of soils. The black earth is the most fertile soil on Earth. It has a powerful, rich in organic substances humus horizon, which gradually changes to the pedogenic layer. For its degree of natural soil fertility Kirovohrad Region is on the 4th place in Ukraine. By a 100-point soil quality scale it was given 67 points.

Advantageous geographic position of Kirovohrad Region – centre of Ukraine – is the reason of its developed railroad and automobile transport system.
The route length of general-purpose railways is 939 km. They connect the most important industrial and agricultural regions of the South with Southwest and Centre of Ukraine. Total length of the motor highways – 687,7 km.


ECONOMIC SPECIALISATION

Agriculture.
The cropping area totals 2,0 million hectares (almost 5% of the cropping area of Ukraine). 12 hectares of arable land fall to the share of every worker employed in agribusiness. A well-developed hard surface highways system, railroads, closeness to the black Sea and Dnepr ports give all possibilities for intensive development of agriculture, large scale production of ecologically clean foodstuffs.
Agribusiness employs 20% of population, accounting for 12,1% of capital assets, and produces 31,5% of gross social product.
The Region accounts for 4,2% in the total national agricultural gross output, including plant cultivation – 8,5%, livestock farming – 3,0%.
The leading sector is plant-growing. The crops mainly grown in the Region are wheat, barley, groats and leguminous plants, as well as industrial crops - sunflower and sugar beet. Production of soybeans, rapeseed and other non-traditional crops is also developing.
Due to low urbanisation level (population density in the region is 43 persons for 1 sq. km compared to average 80 persons for 1 sq. km in Ukraine), the procedure of land allotment for industrial and civil construction is less complicated and cheaper than in large industrial centres. The real estate prices in the Region are among the lowest in Ukraine. The local tax rates are also moderate.

Agricultural machine-building.
The Region has a considerable scientific, technological and industrial potential in agricultural machine-building sector, concentrated in Kirovohrad, Oleksandriya and Svitlovodsk. We are ready to offer developments in setting-up of production of modern seeding machines, combined tillage and seeding units, grain and fodder harvesters, mowing and breaking machines, harrows, feed mills and other machinery. There are promising developments in diesel engines for harvesters based on latest scientific and technological achievements.
Due to aging of the fleet of tractors and machines, the internal market for farming machinery is unlimited. Taking into account that large agricultural regions of eastern Russia and Middle Asia also need lots of tillage and harvesting machinery, we consider agricultural machine-building a priority and profitable sector for attraction of investments.
Kirovohrad National Technical University existing in the Region deals with training of specialists in this sector.

RESOURCE BASE

Natural resources:
The Region has 270 mineral deposits. Mineral and raw material base of the Region consists of fuel-energy minerals (15,7%), raw material for production of building materials (57,7%), and deposits of ferrous, non-ferrous and rare metal ores, as well as of fresh and mineral waters (26,6%).
According to the geologists' data, there is a possibility of discovering the deposits of platinum, diamonds and rare metals.
Ferrous and alloying metals: iron ores, titanium, chromium, nickel, cobalt.
Noble metals: gold.
Radioactive elements and rare metals: uranium, lithium, tantalum, niobium, rubidium, beryllium.
Non-metallic mineral resources: graphite ore, abrasive garnet, primary and secondary kaolin, vermiculite, combustible shale, brown coal, tripoli powder, ornamental, facing and natural building stone.

Human resources:
Number of working-age citizens in the Region - 607600.
In 2007, the placement service was attended by 74,3 thousand of unoccupied persons, of which 56800 had an unemployed status.
The average salary in 2007 was 1054,0 UAH.
Among the citizens of 15 years and above, 110600 have higher education, 381200 have general secondary education.

INFRASTRUCTURE

Distances from Kirovohrad to Kyiv: by railway – 392 km, by road - 300 km.
The most important railway connections: Kyiv-Dnipropetrovsk, Kharkiv-Odesa, Kyiv-Kherson, Znamyanka-Mykolaiv, international routes: Znamyanka-Moscow, Dnipropetrovsk-Saint-Petersburg, Adler-Chisinau, Chisinau-Saratov, Simferopol-Minsk, Simferopol-Polotsk.
Ten highways connect Ukraine with CIS countries, Central and Southern Europe. The highway density is 249 km per 1000 sq. km. The highways Kyiv-Odesa, Kirovohrad-Mykolaiv, Kyiv-Dnipropetrovsk, Kharkiv-Odesa, Poltava-Chisinau run through the region's territory.
The motor highway Kyiv-Odesa is being reconstructed.
Three aviation companies operate in the Region.
The mobile communication service providers in the Region are Joint Ukrainian-German-Dutch-Danish Company "Ukrainian mobile Communications UMC", JSC "Kyivstar".
The Region has fiber optic communication lines "South", "East", "Dnipro-Donbas". The INTERNET hub operates on the existing telephone lines.
